Meeting Minutes June 14 2011

Chairman Charles Bedard welcomed the participants, with a special welcome to Mr. Benjamin Raymond – Secretary General of ICAO.
He then called on Dr. Sanat Kaul to proceed with the meeting.
Dr. Kaul proceeded to mention the up-coming IFFAAD Workshop & Conference scheduled to be held in New Delhi in December 2011, in cooperation with McGill University-Montreal & The University of Law-New Delhi, and invited all present to make every effort to attend.

Cyber terrorism and aviation—national and international responses

Cyber crimes and cyber terrorism are becoming increasingly menacing and
the latter has been identified as a distinct threat requiring attention. At the 21st Aviation
Security Panel Meeting of ICAO (AVSECP/21, 22 to 26 March 2010) a new
Recommended Practice related to cyber threats was proposed for adoption by the
Council as part of amendment 12 to Annex 17 (Security) to the Convention on
International Civil Aviation (Chicago Convention). It was adopted on 17 November
2010, will become effective on 26 March 2011 and applicable on 1 July 2011. This
